eLearning Policy Update FY 2081/82

Nepali eLearning Policy Update 2025 (FY 2081/ 2082) 

All the points are outlined in the fiscal year 2081/82 budget, published by the Ministry of Finance under Finance Minister Bishnu Poudel on May 29th.

  1. Education will be made easy for everyone to access, the same quality for all, and helpful for real life. A long-term plan will be created to improve how schools are managed. After that, the system will be reorganized. Changes will be made to laws, rules, and institutions to support this improvement.


  1. A new law to improve and combine all rules about school education will be passed during this session of Parliament. Plans will be made to make sure every child gets basic education by the year 2084 B.S.


  1. The President Educational Reform Programme will be updated and made stronger as the National Educational Reform Programme. The current education system will be made modern, focused on science and technology, and will support research and new ideas.


  1. After finishing school, students will join either technical training or university studies based on their grades. Technical education will also be offered at the university level.


  1. The quality of education in government (community) schools will be improved by working together with private (institutional) schools through a new Partnership Programme.


  1. The same curriculum will be used in both private and government schools. A virtual teaching system will be set up so that all students can access it. There will also be student counseling, digital learning materials, and special training for teachers to make their teaching more creative and engaging.

 

  1. Interns will be placed in government offices from the central to local level. Students who have completed their bachelor's degree will get chances to work in research centers. A 'Learn and Earn' plan will be started, where students can work up to 20 hours a week and get paid a minimum wage.


  1. Boarding schools will be set up in remote areas. Rules and standards will be made for private schools. The number of approved teacher positions will be reviewed. A 'teachers bank' will be created with help from universities. National standards will be set for teacher qualifications. Also, the Teacher Records Office will slowly be handed over to the provincial government in an organized way.


  1. Higher education will focus more on research. The way universities are managed will be improved. Student learning will be checked at local, provincial, and national levels using national education standards.


  1. University funding will be given based on the number of students, quality of education, and long-term stability of the institution. A clear system will be made for career growth and job levels of teachers in community colleges, so they are treated the same as teachers in other universities.


  1. People from government, private companies, and schools will work together to improve scientific research and technology. All public research centers and expert groups will be organized to help make better policies. Cybersecurity, data protection, app development, and related systems will be improved through teamwork


  1. New ideas, inventions, and research will be connected with traditional knowledge, skills, and local communities. Training for scientists and research work will be organized together with the federal, provincial, and local governments, as well as private schools.
